What To Know About Senate Bills SB35 and SB330

With California having some of the highest housing and rent prices in the country, affordable housing is a top priority in the state. As recently as 2019 two State bills, SB35 and SB330 have created requirements and eased timeframes to help relieve the current housing situation.


Senate Bill 330 “The Housing Crises Act of 2019”

The purpose of SB330 is to streamline and reduce the time it takes to approve housing developments. The bill also redefined “Housing Developments” to include residential housing and mixed-use projects, with 2/3 of the square footage dedicated to residential units and transitional or supportive housing. The bill also allows housing development projects to receive certain vesting rights through a preliminary application process. By reducing the processing time, the goal is to create certainty within the building process.


Senate Bill 35 2017-Helping the Rental Market

The goal of SB35 is to increase the housing supply within cities and counties that have not made progress toward meeting affordable housing goals, that are mandated by the state. For these cities and counties, multi-unit housing developments will have a more streamlined and expedited process, making it easier to get to construction. The bill also requires that these developments designate a percentage of units that meet a percentage of below market housing to help the cities/county meet their affordable housing goals.
